Yes it was a standard place to keep the hamburger menu but due to the reach issue and the phones getting bigger, designers have used the idea of having a bottom navigation for the most used items. Less used items can still reside in the hamburger on top. The decision is based on the space factor. However, we are starting to see Floating Action Buttons that are placed at an absolute position with respect to the screen and are always visible.
